To amend section 3781.109 of the Revised Code to require public buildings to have at least one rest room facility with an adult changing station.

Section 1. That section 3781.109 of the Revised Code be amended to read as follows:

Sec. 3781.109.  (A) The board of building standards shall adopt rules governing the number of water closets required to be installed in women's and men's rest room facilities in buildings or parts of buildings used for assembly purposes in accordance with the standards specified under a national model plumbing code that is consistent with rules adopted by the board pursuant to division (A) of section 3781.10 of the Revised Code.

(B) The rules adopted by the board pursuant to division (A) of section 3781.10 of the Revised Code shall require every building constructed on or after January 1, 2016, that is used for assembly purposes to have at least one rest room facility with an adult changing table. The table shall meet all of the following criteria:

(1) The adult changing table has a weight capacity of at least four hundred pounds.

(2) The adult changing table has a minimum length of at least seventy-two inches and a minimum width of eighteen inches from the wall.

(3) The adult changing table sits at a minimum height of eighteen inches.

(4) The adult changing table is in an enclosed space that fits the table in an open position, a wheelchair, and a caregiver.

(5) The adult changing table is made of a material that is suitable for use in a wet area.

(C) For purposes of this section, a:

(1) A building or part of a building is used for assembly purposes when the use of the building or part of a building conforms to assembly usage as adopted by rule under division (A) of section 3781.10 of the Revised Code.

(2) "Adult changing table" means a wall mounted, folding ergonomic table for special needs diapering of adults.

Section 2. That existing section 3781.109 of the Revised Code is hereby repealed.
